WHITE HOUSE EASING ENTRY TO THE US FOR CITIZENS FROM EBOLA-AFFLICTED COUNTRIES - DHS calls them "immigration relief measures" for West Africa

Breitbart - AUSTIN, Texas -- As Ebola continued to ravage communities in West Africa this summer, U.S. Citizenship and Immigration Services (USCIS), a division under the Department of Homeland Security (DHS) announced "immigration relief measures" for citizens of three countries affected by the deadly virus.

The relief measures,
announced on the USCIS website as "Ebola Outbreak-related Immigration Relief Measures to Nationals of Guinea, Liberia and Sierra Leone Currently in the United States," on August 15, 2014, include the following:
 
  • Change or extension of nonimmigrant status for an individual currently in the United States, even if the request is filed after the authorized period of admission has expired;
  • Extension of certain grants of parole made by USCIS;
  • Expedited adjudication and approval, where possible, of requests for off-campus employment authorization for F-1 students experiencing severe economic hardship;
  • Expedited processing of immigrant petitions for immediate relatives (currently in the United States) of U.S. citizens;
  • Expedited adjudication of employment authorization applications, where appropriate; and
  • Consideration for waiver of fees associated with USCIS benefit applications.
 
In short, the USCIS has been waiving fees, expediting the immigration process, and allowing extensions of visas for anyone coming from the three designated Ebola-stricken countries, provided that they are in the United States.
  
The Free Republic blog reported that the law firm of Edward W. Neufville, III, LLC, a Washington, D.C. area immigration firm, added a section to their website two days after the USCIS announcement, with more details about how these relief measures would work, including extensions of the time that the foreign national could remain in the United States, additional work permit opportunities, and even forgiveness for failure to appear at required interviews or submit required evidence.
 
According to the Neufville firm, the new USCIS policies mean that "[i]ndividuals from Liberia, Sierra Leone, and Guinea currently in the United States may apply for an extension or change in status due to the Ebola Outbreak, even if their request is filed after the authorized period of admission has expired."
 
Otherwise stated, this means that someone from one of those countries who illegally overstayed their visa can now apply for an extension, or someone who arrived illegally can apply to get legal status.

WORLD PLEDGES $5.4 BILLION FOR TERRORIST HAMAS - Less than $1 billion to fight EBOLA in an already impoverished area - How the world encourages and finances terror when it's against the Jews.

The number of Ebola cases is reportedly doubling every three to four weeks, but billions of dollars will be lavished on Gaza rather than on the jeopardized populations of Liberia and Sierra Leone.

This past Sunday, some 50 nations from around the world gathered for a major donor conference aimed at raising billions of dollars to tackle what organizers described as an urgent humanitarian predicament.
 
A host of prominent figures, including UN Secretary- General Ban Ki Moon, US Secretary of State John Kerry and Norwegian Foreign Minister Børge Brende all set aside time in their busy schedules to attend the gathering, underlining its importance to much of the international community.

And just what, you might be wondering, was the pressing issue that prompted such extensive and concerted action? Well, it wasn’t the mounting Ebola crisis, which has already killed thousands in western Africa and threatens to take the lives of many more. Nor was it the growing disaster confronting Syrian refugees, over 2.3 million of whom have fled to other countries to escape fighting at home.

Believe it or not, the vital topic on the agenda was to raise money to rebuild parts of Hamas-controlled Gaza.

That’s right, despite the Islamist terrorist group’s cynical use of the area as a launching pad for thousands of rocket attacks against Israel, Western powers and others have rushed to open their checkbooks to help with reconstruction.

This is morally obtuse, politically obscene and strategically oblivious behavior, and Israel should loudly and forcefully protest against it.

Consider the following. At the Gaza donor conference, which was held in Cairo, a whopping $5.4 billion was pledged, half of which will go towards rebuilding efforts while the rest will be used to sustain the budget of the Palestinian Authority, which now includes Hamas, through 2017.

In other words, even though the Palestinians siphoned off previous aid and used it to prepare for war with Israel, they are once again becoming recipients of Western largesse.

Needless to say, the funds pledged are not contingent on Hamas disarmament, nor will any demands be made of the terrorist group to cease building tunnels to try and burrow into Israel and murder innocent civilians.

Worse yet, by alleviating the humanitarian difficulties confronting Gaza residents, the international community is effectively reducing popular pressure on Hamas to refrain from sparking another conflict and mitigating popular anger against the terrorist group.

Indeed, the decision to funnel billions to Gaza is so dramatically short-sighted, and so remarkably stupid, that it makes one wonder if Europe and the Obama administration even understand what their own interests are.
 
After all, why on earth would they want to assist Hamas, even indirectly, to strengthen its position vis-à-vis the Palestinian population? The inanity at work here is even more pronounced when one considers that the United Nations has been having difficulty raising just $1b. to fight Ebola.

Although Ebola has killed more than 4,000 people and spread to at least seven countries, UN Deputy Secretary-General Jan Eliasson said on Friday that just $250 million – a mere one-quarter of the amount needed – has been raised thus far.
 
“I now appeal to all member states to act generously and swiftly,” Eliasson said, adding that, “Speed is of the essence. A contribution within days is more important than a larger contribution within weeks.”

And so, even though the number of Ebola cases is reportedly doubling every three to four weeks, billions of dollars will be lavished on Gaza rather than on the jeopardized populations of Liberia and Sierra Leone.

Similarly, a recent donor conference in Washington aimed at combating cholera in Haiti, which has killed more than 8,000 people and infected 700,000 others, raised just $52.5m. out of the $400m. needed for the program’s first two years.

And just last month, Ertharin Cousin, the head of the World Food Program, said that because of funding shortages, the organization has had to reduce food rations and distributions.

“We’re going to need to cut rations to those people we’re supporting inside Syria and to cut the size of the vouchers to those Syrians who are refugees outside Syria,” Cousin told the Associated Press (September 23).

Clearly, the money that countries can afford to spend on humanitarian crises is not unlimited, so hard choices often have to be made. But no reasonable moral calculus can justify prioritizing the reconstruction of Gaza apartment buildings over preventing an Ebola epidemic that threatens millions of people.

To be fair, some countries, such as the US, are spending money to combat the disease in other ways, outside the purview of the United Nations.

But what John Kerry and others fail to appreciate is that every dollar they are pouring into Gaza is a dollar that can best be spent saving lives elsewhere.

Rather than strengthening Hamas’s hand, they should be looking to rally international support to stem Ebola before it is too late.

In the meantime, however, thousands of Africans will inexplicably continue to perish while Palestinian contractors and Hamas terrorists in Gaza reap the benefits.

EBOLA CAN BE TRANSMITTED BY AIR - Scientific evidence presented by University study - Surgical masks do not prevent contagion.

The highly respected Center for Infectious Disease Research and Policy (CIDRAP) at the University of Minnesota just advised the U.S. Centers for Disease Control (CDC) and World Health Organization (WHO) that “there is scientific and epidemiologic evidence that Ebola virus has the potential to be transmitted via infectious aerosol particles,” including exhaled breath. 
 
 
CIDRAP is warning that surgical facemasks do not prevent transmission of Ebola, and healthcare professionals (HCP) must immediately be outfitted with full-hooded protective gear and powered air-purifying respirators.
 
CIDRAP since 2001 has been a global leader in addressing public health preparedness regarding emerging infectious diseases and bio-security responses. CIDRAP’s opinion on Ebola virus is there are “No proven pre- or post-exposure treatment modalities;” “A high case-fatality rate;” and “Unclear modes of transmission.”
 
In April of 2014, CIDRAP published a commentary on Middle East respiratory syndrome (MERS) that confirmed the disease “could be an aerosol-transmissible disease, especially in healthcare settings,” similar to the known aerosol transmission capability of severe acute respiratory syndrome (SARS). 
 
Although CIDRAP acknowledges that they were “first skeptical that Ebola virus could be an aerosol-transmissible disease,” they are “now persuaded by a review of experimental and epidemiologic data that this might be an important feature of disease transmission, particularly in healthcare settings.”

WHITE HOUSE STATEMENTS ABOUT EBOLA CONTRADICT MORE ALARMING US-FUNDED SCIENTIFIC STUDIES. They also contradict anti-travel claims made by the US, UN, WHO and CDC -

A US government-funded September 2, 2014 scientific quantitative transmission analysis study (the Spread-Risk Ebola Study) wholly contradicts and refutes Obama’s statements on September 16 that the chances of a US Ebola breakout are “extremely low,” Arutz Sheva (Israel National News) has discovered.

The study also contradicts the anti-travel ban claims made by the US, UN, WHO and CDC.

The Spread-Risk Ebola Study was co-funded by the United States Defense Threat Reduction Agency (DTRA), and the Models of Infectious Disease Agency Study agency (MIDAS), a department of the United States’ National Institute of General Medical Sciences (NIGMS).

Another US government-funded scientific study, published on September 29, 2014, (the Travel-Risk Ebola Study) was funded by a grant from the US Department of Homeland Security (DHS), and the Fogarty International Center, National Institutes of Health (NIH), also further contradicts and refutes the WHO/UN/CDC anti-travel ban stance, and explicitly traces the likelihood of the transmission of the Ebola virus from Ebola hot spots to other travel-based connected areas.

Both studies have extremely illustrative graphics that most adequately explain what they concluded.



Chronology:

September 2, 2014, the DTRA and MIDAS co-funded Spread-Risk Ebola Study was published. Based on current air travel between the US and West Africa, it predicted 25% “probability of Ebola virus disease case importation” into the United States in between 3 and 6 weeks's time. The date from which the probability of disease importation was 25% was named as September 22, 2014.

September 16, Obama remarked at the US Center for Disease Control (CDC): "First and foremost, I want the American people to know that our experts, here at the CDC and across our government, agree that the chances of an Ebola outbreak here in the United States are extremely low."

September 16, President Obama pledged 3,000 US troops to Liberia to oversee Ebola centers in Liberia.

September 20, two days before the target date by which the Spread-Risk Ebola Study predicted a 25% chance that Ebola will be imported into the United States, Thomas Eric Duncan, who was infected with Ebola, landed in Dallas airport from Liberia. Duncan was to die on October 8.

September 28, Duncan was admitted to the hospital.

September 29, the US DHS-NIH-funded Travel-Risk Ebola Study concluded a high correlation between the mobility of population between locations and the transmission of Ebola.

October 8, despite receiving high-quality intensive care in a United States hospital, Duncan died.

October 12, 15 days after Duncan was first admitted to the hospital in which he died, the nurse who cared for Duncan became the first person to contract Ebola within the United States. She became infected “despite wearing protective gear.” Ebola is supposed to have an incubation period of 2-21 days.

October 13, Thomas Frieden, Director of the US Center for Disease Control (CDC), stated in the aftermath of the Ebola transmission to the nurse that “it is possible other people could have been infected as well.” And he added, “we have to ‘rethink’ the way we address Ebola infection control, because even a single infection is unacceptable.”

“We need to consider the possibility that there could be additional cases, particularly among the health-care workers that cared for [Duncan] when he was so ill,” Frieden said. “We would not be surprised if we did see additional cases in the health-care workers who also provided care to [Duncan].”

The DTRA-NIH Spread-Risk Ebola Study was published on September 2, 2014. This means its results were internally distributed to the US agencies that funded it well before its “publish” date.

The Spread-Risk Ebola Study first did a baseline Ebola transmission analysis based on current airplane traffic patterns:



Based on those patterns, the researchers concluded that based on current airline traffic there was a 25% chance Ebola would be imported into the United States by September 22:

    “Aerosol” is a messy word. It means different things to different people. So does “airborne”.
     
    What’s in an aerosol?

    Here we’re talking about a mixture of different sized stuff. Think  of the size range in a handful the sand from a shelly beach.
     
    A cough/sneeze includes big, wet, heavy propelled droplets that quickly fall to the ground or hit your windscreen (hate it when that happens) or your friend’s face (they hate it when that happens) down to dried or gel-like “droplet nuclei” that can float in the air for hours, travelling where the wind blows them; and every size in between.
     
    I’ve also talked about this before, here.
     
    The public rightly get confused about aerosols. And science and physics and medicine have their own defined meanings – sometimes at odds with each other – that may well be out of step with what the public think.
     
    I do wish the big public health entities would settle on some definitions for these and other words. It would make everyone’s life a lot easier.
     
    Direct contact. 
     
    When we talk about “direct contact” and Ebola virus transmission, we do include the bigger wetter heavier droplets that might be propelled from of a sick person during vomiting, or coughing as a risk for transmitting virus.
     
    Even though that is not physical direct contact, and even though the droplets travel across a gap between people – through the air – it is still a direct line from person A (red in the graphic below) to B (blue). If B is too far away, then those droplets fall to the ground before they hit B. The droplets may remain infectious on the ground. That depends on temperature, humidity, surface type and the type and amount of virus.

    Professor Piot, as a young scientist in Antwerp, you were part of the team that discovered the Ebola virus in 1976. How did it happen?

    I still remember exactly. One day in September, a pilot from Sabena Airlines brought us a shiny blue Thermos and a letter from a doctor in Kinshasa in what was then Zaire. 

    In the Thermos, he wrote, there was a blood sample from a Belgian nun who had recently fallen ill from a mysterious sickness in Yambuku, a remote village in the northern part of the country. He asked us to test the sample for yellow fever.

    GENERALS BLAST THE WHITE HOUSE FOR SENDING TROOPS TO EBOLA STRICKEN LIBERIA - White House double standards: It suspended flights to Israel due to ONE errant Gaza rocket, but will send planes and troops to highly infectious area.

    • US General:  These military personnel don’t have any qualifications to fight an Ebola epidemic environment.  That’s not what the military does. - (Retired U.S. Army Lt. Gen. William “Jerry” Boykin).
    • US General:  It's a misuse of US troops.  The government has other assets available for building hospitals.  (Retired U.S. Army Maj. Gen. Paul E. Vallely)
    • Concern is that soldiers could contract the disease and then bring it to their units, and eventually to the United States.
    • Gen. Boykin pointed out that there will be no inoculation for Ebola prior to troop deployment.
    • Defense Department said that the only preparation service members will receive will be briefings on the disease.
    • The UN has been silent regarding any idea of sending a UN-sponsored mission to Liberia or other Ebola-infected countries. 
    • Israel - citing insufficient US precautions in the area - declined request by the UN and White House to send Israeli troops to Liberia.
    • Israel also fears for soldiers' lives, due to widespread anti-Semitism caused in part by incitement by the UN itself.
    • Israel will be sending medical personnel and equipment to West Africa to join the effort to prevent the spread of Ebola.
    • US government safety double standard:  White House suspended flights to Israel due to ONE errant Gazan rocket, but sends planes and troops to a dangerously contagious area.

    WND - WASHINGTON – Two retired U.S. Army generals have blasted President Barack Obama’s decision to send U.S. troops to West Africa to battle the Ebola virus epidemic, saying the military is to fight wars, not disease.  


    In exclusive interviews with WND, retired U.S. Army Lt. Gen. William “Jerry” Boykin and retired U.S. Army Maj. Gen. Paul E. Vallely condemned Obama’s decision, as U.S. Defense Secretary Chuck Hagel approved up to 4,000 boots on the ground from a previous ceiling of 3,000.  The concern is that these soldiers, who will be exposed to the environment where the virus is prevalent, could bring it to the United States and potentially spread the disease as they rotate back to the United States and are assigned to other units.

    THOUSANDS FROM EBOLA AFFLICTED NATIONS ALLOWED TO ENTER THE USA without additional screening - Man from Liberia knew he had Ebola before travelling to the USA.

    Breitbart exclusive:  Over 3,500 passengers from Ebola affected nations have been allowed to enter the U.S. without any special screening since January 1, 2014.
     
    This is according to a leaked internal intelligence report from the U.S. Customs and Border Protection Office of Intelligence and Liaison exclusively obtained by Breitbart Texas.
     
    In addition, the individuals entered into at least 18 heavily populated U.S. cities across the nation.
    He knew he had Ebola before leaving for the US

    The leaked report specifically reads, “According to CBP [Customs and Border Protection] data, since January 1, 2014 to June 30, 2014, a total of 3,566 passengers with a nexus to Guinea transited through or arrived at U.S. airports.”
     
    The term “nexus” refers to passengers who flew from the Ebola stricken nation to a second nation, and then from the second nation into the United States. Guinea is attributed as the nation of origin for the current Ebola outbreak.
     
    The lack of any special processes or testing for individuals with a nexus to Ebola affected nations is illumined in the leaked internal report as well.

    Gil Mobley said he was left horrified yesterday when he was allowed to fly from Guatemala to Atlanta with no interrogation or checks on his equipment.
     
    Enraged, the microbiologist and emergency trauma physician boarded his next flight from Atlanta International Airport - minutes from the center's headquarters - wearing a protective white jumpsuit branded with the words 'CDC is lying!'

    SIX WAYS IN WHICH THE GOVERNMENT FAILED TO PREVENT AN EBOLA OUTBREAK IN THE US

    Ebola is not easy to contract. Ebola is not easy to transmit.
     
    But the federal government is making it much easier for those who have contracted Ebola to transmit it here in the United States, if the case of Thomas Eric Duncan is any indicator.

    Here are the top six mistakes made by our government in dealing with the Ebola epidemic:

    Killing Quarantine Rules. According to Politico circa April 2, 2010, “The Obama administration has quietly dumped quarantine rules that would have required air passengers to submit more information to airlines and strengthened the government's authority to detain travelers suspected of carrying disease.” The Centers for Disease Control spokeswoman Christine Pearson said at the time, “It’s important to public health to move forward with the regulations.” The CDC withdrew the request.     IRRESPONSIBLE TO SEND U.S. TROOPS TO EBOLA AFFECTED AREA, SAY DOCTORS AND RETIRED MILITARY - It could bring Ebola to America

    • Dr. Jane Orient, executive director of the Association of American Physicians and Surgeons called the planned U.S. deployment a "dubious mission", warning that the nightmarish scenario could bring Ebola to America. "There is definitely a risk," she said. 
    • “It seems irresponsible to send more people there when the ones already there are having trouble leaving. Probably anyone who has been exposed should be quarantined for 25 days since the last exposure.” 
    • Retired Lt. Gen. William G. Boykin charged that sending American troops to combat Ebola in Liberia is “an absolute misuse of the U.S. military.”  Donnelly emphasized it’s “not the purpose of our military.  I am very disappointed to see this announcement,” she said. 
    EbolaWND - A real-life horror story is playing out in Africa as Ebola spreads, and President Obama’s decision to send 3,000 troops to Liberia to combat the virus could very well put Americans at risk of contracting the deadly illness at home, some health experts say.
     
    According to the World Health Organization, at least 4,985 people have contracted Ebola and at least 2,461 have died. Several doctors have fallen ill with Ebola, and two of them have died.

    GORILLAS FALLING VICTIM TO EBOLA OUTBREAK TOO - It has had a devastating effect on their populations

    August 2014 AFRICA – One day in 1996, boys from a village in northern Gabon brought home a chimpanzee they found dead in the forest. The villagers butchered it for food. That act set off an Ebola outbreak that killed 21 people, according to the World Health Organization.
     
    Years later, on a reporting trip in Gabon, author David Quammen met two men from the village who were there during the outbreak. At the time Ebola was ravaging their village and their families, they noticed something strange. In the forest nearby, 13 gorillas lay dead. Thirteen dead gorillas, 21 dead humans. Plus the chimpanzee the boys found in the forest. All victims of Ebola.
     
    For the western lowland gorilla, the toll of Ebola has been devastating.

    ELECTRONIC MAPPING SYSTEM CAN PREDICT REGIONS VULNERABLE TO EBOLA - Has demonstrated effectiveness in the past. - Now it has spotted at least 75 potential triggers in the US, Canada, and Mexico.


    BOSTON, Mass. (INTELLIHUB) — An electronic information gathering and mapping system similar to the WebBot actually spotted the “hemorrhagic fever” (Ebola) outbreak in West Africa 9-days before it hit the press following the WHO’s announcement.

    According to the Associated Press:

    HealthMap uses algorithms to scour tens of thousands of social media sites, local news, government websites, infectious-disease physicians’ social networks and other sources to detect and track disease outbreaks.

    Sophisticated software filters irrelevant data, classifies the relevant information, identifies diseases and maps their locations with the help of experts.

    However, shockingly, as of Sunday, the HealthMap system has spotted at least 75 potential triggers in the United States along with potentials in Canada as well as Mexico. At this time it has not been announced that Ebola is spreading in the U.S., but predictive models show that we may be less than 9-days away from some type of official announcement based on current data.

    Once the announcement is made, under World Health Organization recommendation, U.S. officials will then request the activation of all emergency preparedness and mass fatalities response plans nationwide as we will then, at that point, be in full-blown pandemic level 6 martial law.

    ISRAELI SCIENTIST LEADS SEARCH FOR EBOLA CURE - Dr Leslie Lobel is developing a vaccine by studying immune system of survivors - FACTS ABOUT EBOLA

    This outbreak is really just a progression of what has been happening,” virologist Dr Leslie Lobel said of the epidemic, which has so far killed more than 1,600 people since March.

    “It is a result of the fact that the world has fallen asleep when it comes to fighting infectious diseases. There has not been enough surveillance or development of expertise to control infectious diseases since the 1970s,” he said.
     
    In addition, Lobel cited globalization and global warming as factors leading to the current outbreak of the hemorrhagic fever. Both have upset the ecological niches of bats, which many scientists believe serve as the reservoir for the virus.
     
    Lobel has been following 120 Ugandan Ebola survivors, half of them since he began his research program more than a decade ago. 
     
    Doctor Lobel believes that he and his team are just three to five years away from arriving at what he calls a “cocktail” consisting of a vaccine and a therapeutic that can be deployed as soon as an outbreak is detected.
